This rulebook is intended for all Elite Baseball Tournaments.  Any World Series events may have special rules.

Elite Baseball – Playing rules specifically not covered herein shall follow the National Federal High School rules published by the National High School Association.

*************ELITE BASEBALL HAS A STRICT – NO ALCOHOL POLICY****************

ALCOHOL IS NOT PERMITTED AT ANY ELITE BASEBALL TOURNAMENTS, FIELDS, STANDS AND/OR PARKING LOTS OF HIGH SCHOOL FIELDS AND/OR COLLEGES.  ANY VIOLATIONS OF THIS POLICY WILL RESULT IN IMMEDIATE AND PERMANENT BAN FROM ANY AND ALL ELITE BASEBALL EVENTS.

THIS IS A NO TOLERANCE POLICY!

Policies and Procedures:

  1.  The birthday cutoff for any Elite Baseball tournament is May 1st.  Teams shall have players birth certificates available upon request by the Tournament Director.  Failure to provide documentation of a player's age, will declare that player ineligible and if played in a tournament game a forfeit will be assessed.  For tie break purposes the forfeit score shall be 7-0.
  2. Each event will have an Elite Baseball Tournament/Site Director.  If you are at a site that does not have an Elite Baseball director, please contact the onsite Field Director or call the Tournament Director if any situation arises.  It is our goal to treat each team with respect.  If you have a question or dispute about a team, player, policy or procedure, please address our Tournament Director and they will make every effort to treat you with fairness while resolving the situation.
  3. A Scout Roster is highly recommended and should be available at any time for the college coaches.  Please make sure to have plenty of copies as our Site Directors will not have access to a copy machine.
  4. Several of our tournaments will have a $15.00 or $20.00 gate fee for the weekend for any individual 12 years and older (Senior Citizens 65 and older will be FREE).  Our World Series events will have a higher gate fee due to the length of tournament and cost to operate.  Check the website and schedule for exact pricing per event and make sure your families are made aware ahead of time.
  5. Any team may play in a World Series Event.  You do not have to qualify to attend.
  6. Each Elite Baseball Tournament will have (2) two certified umpires that have been assigned to each game.  Coaches should treat them with respect and understand that their calls are FINAL!
  7. All teams must be ready to begin play, 30 minutes prior to the completion of the previous game.  We recommend that teams arrive 1 hour prior the official start time.
  8. Any forfeit will be assessed a 7-0 win for the winning team. Elite Baseball cannot control teams that cancel from events after the schedules have been created, or decide to leave an event early.  Although they may not be allowed back into an event, Elite Baseball will do everything possible to make sure each team gets 4 games (but no guarantees).
  9. The home team for pool play games will be determined by a coin flip and will be the official scorebook.  Either an umpire or a Tournament Director must be official for the flip of the coin.  In any single elimination bracket, the higher seed will always be the home team.  If teams are seeded the exact same (#1 vs #1) then a coin flip will be used to determine home and away. The home team must report the final score to the Tournament Director on hand, prior to leaving the field or beginning the next game.
  10. Based on time constraints, infield WILL NOT be allowed on the field, however pregame grounders and flyballs are allowed on the side.
  11. If a tiebreaker is needed to determine playoff teams (wildcards, etc) the following tiebreakers shall be used:
    1. Overall won-lost record
    2. Head to Head (only applies when two teams are involved)
    3. Fewest Runs Allowed
    4. Total Runs Scored
    5. Coin Flip
  12. The Tournament Director has the ability to make schedule changes in weather related situations (reducing time limits, reducing the number of games, etc.)
  13. In all 14U tournaments we will allow the USSSA Stamp (1.15) on bats.  We will only allow (-3 and -5 bats) No bat with a bigger barrel than -5 will be allowed.
  14. Refund Policy:
    1. No games played: 70% Credit towards another Elite Baseball Event
    2. 1 game played: 30% Credit towards another Elite Baseball Event
    3. More than 1 game played: No credit towards any future Elite Baseball Event
    4. If Elite Baseball cancels an event prior to event starting, teams will receive an 80% refund and NOT A CREDIT towards future event!
    5. If Elite Baseball cancels an event, due to weather, before an event starts: Elite Baseball will offer a 80% CREDIT towards a future Elite Baseball event up to 1 year.
    6. Should Elite Baseball cancel an event prior to the event starting, not due to weather, an act of god, or withdrawing of teams then a 100% CREDIT to another Elite Tournament in the same calendar year or 1 year after will be provided.
  15. PLEASE NOTE ELITE BASEBALL DOES NOT OWN ANY FACILITY THAT WE USE FOR OUR EVENTS.  THE COLLEGES, HIGH SCHOOLS AND CITY PARKS MAKE THE FINAL SAY ON ALL WEATHER RELATED SITUATIONS ON USAGE OF FACILITIES.  ELITE BASEBALL WILL DO OUR BEST TO PROVIDE SOLUTIONS TO THE FACILITIES WE ARE USING, BUT IF THEY TELL US THE FIELD IN UNPLAYABLE WE WILL NOT JEPORDIZE OUR RELASTIONSHIPS.

NO REFUNDS WILL BE GIVEN TO TEAMS THAT WITHDRAW FROM AN EVENT WITH LESS THAN 60 DAYS NOTICE.  IF NEEDING TO WITHDRAW FROM ANY EVENT AND RECEIVE A REFUND, TEAMS MUST NOTIFY ELITE BASEBALL MORE THAN 60 DAYS BEFORE THE SCHEDULED EVENT.

All Gate fees are non-refundable unless the tournament is cancelled.

Remember every effort will be made to get all games in, if weather prevents that from happening, the Tournament and/or Field Director will make the best decision possible to complete the tournament.

Lightning and Inclement Weather

Recognition

Since the average distance between successive lightning flashes is approximately two to three miles, ANYTIME that lightning can be seen or heard, the risk is already present and a coach, player or parent should notify a Tournament official.  Weather can be monitored using the following methods:

Monitor Weather Patterns – Be Aware of potential thunderstorms by monitoring the local weather forecasts.

National Weather Service – Weather can also be monitored by using small, portable weather radios from the NWS.  The NWS uses a system of severe storm watches and warnings.  A watch indicates conditions are favorable for severe weather to develop in an area;  a warning indicates severe weather has been reported in an area, and everyone should take proper precautions.  Any thunderstorm poses a risk of injury or death even if it does not meet the criteria for severe weather.  Therefore, anytime thunderstorms are in the forecast (even if it is only a 20 percent chance), a heightened level of awareness should be made.

Thirty Minute Rule – Competition shall be suspended once lightning has been recognized or thunder is heard.  It is required to wait at least 30 minutes after the last flash of lightning is witnessed or thunder is heard prior to resuming the game.  Given the average rates of thunderstorm travel, the storm should move 10-12 miles away from the area.  This significantly reduces the risk of local lightning flashes.  Any subsequent lightning or thunder after the beginning of the 30-minute count shall reset the clock, any another shall begin.

Safety of the Players, Coaches, Parents, and Spectators are of the utmost importance and there is absolutely no leeway in these rules.  It is Black and White and cast in stone and all certified umpires know this and coaches should know as well.  It is your responsibility to use the rules as written to protect the kids.
